The DEMs are being developed according to a 0.25 degree tiling scheme. The spatial resolution of the tiles "telescopes" from the coastal zone to the deep ocean floor at 1/9, 1/3, and 3 arc-second grid resolution. Only the 1/9 arc-second DEM tiles integrate both bathymetric and topographic data; all other resolutions map bathymetry only. The tiling of the DEMs facilitates targeted, rapid updates as new coastal and marine elevation data are acquired and become available. Bathymetric and topographic data utilized for DEM creation originate from a variety of sources, including (but not limited to) the NOAA Office of Coast Survey, NOAA National Geodetic Survey, NOAA Office for Coastal Management, U.S. Geological Survey, and the U.S. Army Corps of Engineers. The horizontal accuracy of the source data collected using modern surveying techniques and equipment (e.g. Global Navigation Satellite Systems) is assumed to be 1 meter or better. Data acquired before the advent and widespread adoption of modern surveying techniques are likely less accurate. No quantitative horizontal accuracy analyses have been performed on the DEM tiles. Vertical Positional Accuracy Report The vertical accuracy of a DEM is dependent upon the accuracy of the source datasets used in its creation in conjunction with the spatial resolution of the DEM. The vertical accuracy of topographic data collected using modern surveying techniques and equipment (e.g. lidar) is assumed to be, at worst, better than 0.5 meters RMSE. The vertical accuracy of bathymetric data is dependent on a variety of factors, including acquisition sensor/platform, post-processing, environmental conditions and surveyed depth range. No quantitative vertical accuracy analyses have been performed. on the DEM tiles. Every effort is made to obtain the best-available (e.g. most recent) source bathymetric and topographic information in an area prior to DEM creation. The tiling of the DEMs facilitates targeted, rapid updates as new coastal and marine elevation data are acquired and become available. All data is reviewed and evaluated for internal and external consistency with adjacent data prior to DEM creation. Anomalies are removed through visual inspection and automated filtering. Common horizontal reference frames and vertical datums are established among disparate data and data are converted to a common data format, ASCII xyz, prior to gridding/interpolating. A variety of software can be used for projection/datum transformations and format conversions, including (but not limited to) Geospatial Data Abstraction Library (GDAL) software utilities, VDatum, ArcGIS, LAStools, etc. Once consistency among the input source data is established, the DEM surface is created through gridding and interpolation. Elevations in grid-cells constrained by source measurements are assigned a value according to a weighted average of all samples located within the particular cell, while elevations in unconstrained grid-cells are estimated through interpolation.
